Leca tout en reconnaissant la conviction sincère et authentique de l’ancien ministre de l’Economie, membre du groupe des « réformateurs », estime que son analyse laisse ouverte une question : comment un projet constitutionnaliste peut-il fonctionner alors que l’autoritarisme bureaucratique perdure ?

Hidouci’s article and book, considering that for the first time (since Ferhat Abbas) an Algerian intellectual who has been a member of government, has expressed a point of view acknowledging the « founding » and not circumstantial validity of political pluralism. But although he recognises the sincere conviction of the former minister, member of the group of « reformers », J. Leca believes that his analysis leaves one question wide open : how can a constitutionalist project function white bureaucratic authoritarianism persists ?
